Project Overview
A new boutique seniors living community in Rose Bay
Pathways Residences is a boutique organisation that provides excellence in care, accommodation and services to older Australians. The charter of the organisation is founded on the principles of harmony, respect and trust.
Pathways Residences is preparing a State Significant Development Application (SSDA) for Amara Rose Bay - a boutique seniors housing and residential aged care community in the heart of Rose Bay.
Located at 20–30 Wilberforce Avenue and 33–37 Dover Road, Amara Rose Bay is conveniently located within walking distance of the Rose Bay town centre, and in close proximity to Lyne Park, The Royal Sydney Golf Club, Rose Bay Beach and Sydney Harbour foreshore.
We are working hard to deliver a boutique, fit-for-purpose aged care solution that will enable ageing Australians to live in a vibrant and caring community.
What is proposed?
The proposal is for the demolition of existing structures, site preparation and earthworks to make way for:

Two buildings of 8- 9 storeys providing approximately 70 independent seniors living units and 50 residential aged care rooms

Two levels of basement car parking, with vehicle access from Wilberforce Avenue

Communal residential facilities including resident lounges, cinema, kitchen facilities and swimming pool; and

Landscaping works in keeping with the local area.

Design Principles
Amara Rose Bay is being designed in close collaboration with the local community. We understand the importance of respecting the local character of Rose Bay.
The proposed integrates robust urban and landscape design principles to achieve a balance between residential density, environmental sustainability and the evolving character of the neighbourhood.
At the centre of the design is a centrally located communal open space which provides a high-quality landscape setting.
Through thoughtful design, community consultation, and sustainable principles, we are committed to:

Increasing the availability of high-quality, purpose-built housing to address the shortage of seniors living accommodation

Providing high quality facilities for residents, such as lounge and dining, salon, café, pool, and cinema

Integrating thoughtful landscape design and green spaces that support relaxation, recreation and well-being

Supporting local economic activity and job creation.
Project design will be supported by a range of technical studies, including biodiversity, traffic and transport, geotechnical and groundwater reports. These technical reports will be submitted to the Department of Planning, Housing and Infrastructure as part of the SSDA documentation.
The planning process
A State Significant Development Application is currently being prepared for submission to the NSW Department of Planning, Housing and Infrastructure (DPHI) in mid-2026.
Project planning, design and technical studies are currently underway. Community engagement will provide important inputs into project design and development.
Following submission to DPHI, the SSDA and all supporting documentation will be placed on public exhibition for a minimum of 14 days. Members of the community will be invited to make a submission about the proposal.
The SSDA and all public submissions will be assessed by the Department and a Determination will be made.

Planning
Gyde Consulting are managing the SSDA process, including preparation of the Environmental Impact Statement (EIS), Social Impact Assessment (SIA) and Crime Prevention through Environmental Design Report (CPTED). Gyde have also been appointed to undertake stakeholder and community engagement, ensuring the community’s feedback is incorporated thoughtfully into the project throughout the design process.
